The letter, dated Nov. 23, states layoffs will affect employees across every position and job title at various construction sites around the state and at the home offices in Leander.
Attorney Mark E. Andrews filed the letter in accordance with the Worker Adjustment Retraining and Notification Act, which requires businesses to notify the Texas Workforce Commission's Dislocated Worker Services Department of upcoming mass layoffs.
Andrews said most employees—from laborers to managers to office clerks—were full-time and that layoffs commenced before Thanksgiving.
J.C. Evans Construction is one of the largest businesses in Leander with close to 450 employees before layoffs began. Andrews said some ongoing layoffs are likely as the company negotiates its debt with several banks.
J.C. Evans Construction filed for Chapter 11 bankruptcy protection in August and sought sale of certain quarries to offset debt, Andrews said. However, the quarries were not sold for a sufficient price.
“The only offer on the table was a non-sale, a repossession by the bank,” Andrews said.
In its more than 50 years of operation, J.C. Evans Construction completed commercial construction projects including the baseball and softball fields at The University of Texas, IBM facilities and several state buildings in Austin. J.C. Evans' past road construction projects include Ronald Reagan Boulevard, the Chandler Road extension and the Wonder World Drive extension in San Marcos.
Recent road construction projects are bonded and will be taken over by a new construction company selected by TXDOT, Andrews said.
Requests for comment from J.C. Evans Construction President Blake Kuhlman were not returned.
