Members of the Pflugerville ISD board of trustees have elected to reopen the debate over the district’s controversial decision to allow same-sex domestic partner insurance coverage for employees.

The issue drew statewide and national attention in October when it became public that the district employees’ insurance commission had recommended the change to the insurance coverage plans, and PISD Superintendent Charles Dupre had signed off on the decision. At the board’s Nov. 16 meeting, trustees proposed to reintroduce the issue as an agenda and action item at its next meeting, scheduled for Dec. 13.

“I want to have our board revisit the insurance issue,” PISD trustee Jimmy Don Havins said. “I want the board to have an up or down vote. The motion I will make is to revert to the coverage we previously had.”

At the Nov. 16 meeting, several of the board members stated they were unaware of what they were approving when they voted Aug. 16 to allow the insurance coverage change as part of the district’s overall budget plan. The board has traditionally followed the recommendations put forth by the district’s administration relating to employee insurance plans.

“I think it’s a matter of … style choice in leadership,” PISD trustee Rob Reyes said regarding the board's trust in administration reccomendations. “We have the right to vote things up or down, but we have yielded that.”

At the board’s Oct. 18 meeting, more than 150 people showed up to voice their support or opposition to the proposed change.

“I must be honest with you—I was unprepared for some of the reactions we have received, both positive and negative,” Dupre wrote on his district blog Oct. 17. “In hindsight, I was somewhat naive, but I never imagined this decision would elicit such a response. From my perspective, it was simply a change to our benefits plan that recognized our ongoing dialogue about equity and social justice, and our dedication to valuing every member of the PISD family.”

It is unclear what effect a board decision to rescind the coverage would have on district employees who have already signed on for the added benefits. Open enrollment for the new plan has already ended, and the new plans are set to go into effect Jan. 1, said August Plock, Pflugerville Educators Association president.

The PEA—PISD’s teacher’s union—is supportive of the change in coverage for district employees, Plock said.

“It’s a benefit that affects employees in the district, but its not a large percentage of employees,” Plock said. “They’ve turned this into an issue of supporting gay marriage. What they’re failing to remember is that domestic partnership in Texas could include common-law marriage—it could include a man and a woman, too.

“There has been pressure from the religious community in Pflugerville pushing back against it. … Their issue is that they think somehow this supports gay marriage. It has nothing to do with gay marriage at all—it has to do with health insurance. We are blurring the lines here.”

Agree to Disagree

Nicole - I agree with you that this not merely a fiscal decision nor a gay/straight issue (or shouldn't be) and I agree that it is ashame that decisions having a direct impact on students eductaion don't warrant this same level of interest. However, I disagree with the rest of your point.

To your request that I "get the facts" - I DO have the facts. The facts are that I am a spouse covered by my spouse's PISD coverage and that we do pay my premium for that coverage while my spouse is covered 100%. But when I receive services I pay a percentage and the district covers the rest. Therefore, there ARE budget implications to the decision to open coverage to other "partnerships" including unmarried, etc, as we are expanding the definition of who this benefit can cover. Again, that discussion and decision should be a matter of record; on this point I do agree with Trustee Havins' motion to have the issue on the agenda.

Anyway, at this writing the motion was carried last night so I assume we should both be happy. Now to actual matters of the classroom.......

Pflugerville ISD Insurance for Domestic Partners

Insurance should be available for married couples and their children. Isn't it up to the insurance companies who they cover? If the school chooses to talk insurance companies into covering domestic partners, who choose not to marry, then the rates will go up. To be "fair" the school district, most likely, will choose to make all pay the same amount. This will put a strain on the majority of employees, instead of the few who insist that their lifestyle be accepted. There will be an exodus of teachers in order to be able to afford insurance.

This is NOT a fiscal decsion

Your comment is plainly wrong. There are NO financial implications to this decision. Even when married heterosexual partners get insurance through the district it is paid for 100% by the employee. The district offers NO paid benefits to anyone other than the employee themselves. So basically they are only offering to let the employee pay for benefits for the others in their household regardless of their sexual orientation. This is NOT a gay/straight issue. Unmarried partners will also have the use of this benefit.

GET THE FACTS before you start talking about budget implications.

Here are some facts to think about:
Texas ranks last in the US for education and cannot attract good teachers that we need to raise that ranking.

Texas ranks last in insurance for kids and adults.

Our district is offering a benefit that will help individuals with both of those and will attract new teachers.

We need to be spending all the hours of meetings and public outcry on actual education issues. The boardroom doesn't fill up when the discussion is actually about educational issues. Clearly the public has lost focus on the priorities.

Benefits Should Be Offered

As all good administrators should, Mr. Dupre responded directly to valid concerns of his employees, the teachers of Pflugerville ISD. Pflugerville should be proud to be at the forefront at a time when the US is (finally) moving towards providing health coverage to everyone. Offering employees an avenue to protect their loved ones through basic health insurance -- at no cost to the district or citizens! -- is a terrific way to attract and retain the best and brightest teachers. Moreover, the decision to offer benefits shows that our community respects all persons without discrimination. The informed citizens of Pflugerville applaud, respect, and support Mr. Dupre's action. He did nothing more than support the recommendations of Pflugerville teachers through their insurance commission.

Support PISD Employees

The overwhelming majority of PISD employees support these benefits and do not want to see them rescinded by the school board. The PISD Insurance Committee put a lot of time and energy into making these district decisions. Mr. Dupree supported the committees decision to enact these health insurance benefits which employees (not taxpayers) would have to pay $400.00 a month. The PISD school board needs to support PISD employees.

The Issue is One of Accountability

My problem with the decision is not about gay rights, whether you support that agenda or not. What I take issue with is the superintendent making an internal decision that would have long-term budget implications without citizen input or board consultation. Obvisouly, by the remarks in the article, the board was not aware of the details of the plan presented to them in August. A decision like this should have been discussed in an open public forum and then voted upon by the board where the superintendent and the board can be held accountable to the citizens of Plugerville. I'm pleased with the motion to revisit this decision and support proceeding this time in a more responsible manner.

I plead the school board doesn't cave to a bigoted populous and instead remain on the side of fairness and equality FOR ALL. Be on the right side of history, Pflugerville!!!!

Benefits Should Be Offered

I was so proud of PISD when I read that domestic partner benefits would be offered to the loved ones of district employees. Part of the reason we moved to this community was the forward thinking we saw exhibited on so many issues. Although I do not personally know anyone who will be affected by the addition of domestic partner benefits, I sincerely hope the school board does not go back on its word.
