In November 2006 I sat on Toll 45 during a ribbon-cutting ceremony as officials celebrated the opening of the first toll road in Central Texas. One of the presenters said, “When Toll 130 opened, I drove up and down, from one end to the other, because it was free for the first few weeks. I felt like I was saving money.”
