Election results, new parks and recreation plan and Best Tasting Water in Texas award

Round Rock

New Parks and Recreation master plan

Jim Carrillo with Halff Associates presented a draft, updated Parks and Recreation strategic master plan to the city council May 14. The plan, Game Plan 2020: Building an Active Community, is a complete update of the city’s previous parks master plan, which was created in 2000, and includes the trails master plan. Actions include developing a major downtown park, providing a variety of tournament quality sports fields to support the Sports Capital of Texas goals set by the city, and tripling the miles of trails.

To meet the Parks and Recreation department’s proposed target of having 25.25 acres of parkland and open space for every 1,000 residents, the city will need to acquire an additional 1,460 acres of parkland by 2020. When Round Rock reaches its build out population of 250,000, at least 3,500 acres of additional parkland will need to be acquired through dedication, private facilities and acquisition. One goal of this master plan is to develop a metropolitan park in each sector of the city.

Action items and next steps to support the plan include:

  1. The master plan must be approved by the city council.
  2. Yearly dedicated funding is necessary for parks and recreation capital improvements.
  3. Seek citizen approval for bond funding in 2011 for immediate projects.
  4. Pursue one to two grant sources annually.
  5. Pursue partnerships with Round Rock ISD, area cities, Williamson County, area nonprofit organizations and private entities to leverage available funding.

Pflugerville

City Manager

The Pflugerville City Council offered City Manager David Buesing a new position as director of public works and he accepted May 26, effective immediately. In a statement, the city council cited growth as the reason for the organizational change. Assistant City Manager Lauri Gillam was appointed interim city manager. The city’s human resources department has begun a search for a new city manager. Buesing’s salary as city manager was $123,011 and will remain the same as director of public works.

Best Tasting Water in Texas

At the April 28 council meeting, Mayor Pro Tem Victor Gonzales acknowledged City of Pflugerville Public Works employees for winning first runner-up in the Best Tasting Water in the State contest by the Texas Section of the American Water Works Association. The drinking water came from Lake Pflugerville and the new water treatment plant. Sponsored by the TAWWA and the Water Environmental Association of Texas, the Texas Water 2009 conference was held April 14-17 in Galveston and is the largest regional water conference in the U.S. Criteria for judging the water were taste, odor, clarity and color.

Reduce, Reuse, Rewater

On May 12, the council heard a presentation from environmental engineering firm King Engineering about reuse water options. Reuse water is cleaned, treated and disinfected at least twice and is reused after flowing out of a domestic wastewater facility. It is usually implemented to irrigate golf courses and other public areas. The council is expected to make decisions about implementing a water reuse program at a later date, to be determined in conjunction with planning a wastewater plant, which is expected to be built in approximately five years.
